Dear Mr. Mezza,
We ask that the Housing Authority of the City of Santa Monica adopt an Energy Efficiency-Based Utility Allowance (EEBUA) schedule. The EEBUA schedule offers lower utility allowance for energy-efficient projects that lower tenant utility bills, without increasing the total housing burden on tenants.

Free assistance to local housing authorities to adopt and implement an EEBUA schedule is provided through the publicly-funded, public service program called Designed for Comfort: EFFICIENT AFFORDABLE HOUSING (EAH). The program is paid for by the California Public Utilities Commission (CPUC) and administered by the Heschong Mahone Group, Inc. on behalf of CPUC. This program would allow us to:
Qualify for additional financing/funding
Create a payback mechanism for our investments in energy efficiency
Provide more efficient and comfortable homes to tenants
Help to lower energy bills for tenants (EEBUA is structured such that the utility savings are shared between the owners and tenants)

As affordable housing owners/developers, we want to see the Housing Authority of the City of Santa Monica adopt an EEBUA schedule by the end of the year as we have projects awaiting a decision to invest in energy efficiency, and you have the opportunity to take advantage of services offered free to you to adopt and implement this effort to provide efficient affordable housing. This offer of free assistance is currently slated to expire on December 31, 2005. For these reasons, time is of the essence and we would appreciate your prompt consideration.

- Housing Authority of the County of San Diego, Department of HCD
- Housing Authority of the City of Long Beach
- Housing Authority of the County of Marin
In addition, the San Francisco and San Joaquin Public Housing Authorities are in the process of adopting an EEBUA schedule.
