Attn: Kevin Martin, Chair

Dear Chairman Martin:

We write on behalf of the television viewers in the Terre Haute, IN DMA that do not have a second option to view ABC, WB, and UPN Local Network Programming from Adjacent TV Markets such as Evansville, Indianapolis, and Champaign. There is not a local ABC affiliate nor is there a local WB/UPN affiliate based in the Terre Haute DMA. Cable subscribers are able to receive all Indianapolis or Evansville or Champaign local network affiliates along with the Terre Haute local network affilates, however, customers that subscribe to Dish Network satellite cannot receive these adjacent market networks. All consumers deserve the right to have multiple options to purchase programming from a provider whether it is from the local cable company or from a satellite provider in an effort to get the best value possible. Consumers will not explore other options if those other programming providers do not include local news, weather and sports provided by adjacent affiliates particularly Indiana University Basketball, Indiana Pacers Basketball, and Indiana Colts Football. We ask that the FCC designate all Indianapolis local affiliates as significantly viewed for satellite in the following counties: Parke, IN, Vermillion, IN, Vigo, IN, Clay, IN, Greene, IN, Sullivan, IN, Martin, IN, Daviess, IN, and Knox, IN Counties. We ask that the FCC designate all Evansville local affiliate networks as significantly viewed for satellite in the following counties: Knox, IN, Daviess, IN, Martin, IN, Lawrence, IL, Richland, IL, Crawford, IL, Jasper, IL. We ask that the FCC designate all Champaign local affiliate networks as significantly viewed for satellite in the following counties; Clark, IL.

Please take time to consider these requests not only for the Terre Haute, IN tv consumer, but for all tv consumers nationwide that would appreciate having multiple options to view all of their local programming from either cable or satellite. It is not right for cable to be able to offer adjacent networks when satellite cannot.
