A Resolution and Petition to Establish Multiple Public School Districts (LEAs*) Within Mecklenburg County

Whereas. Charlotte-Mecklenburg Schools was consolidated in 1960 through the merger of two systems -- the City of Charlotte and Mecklenburg County -- which then had less than 60,000 enrolled students, and today has over 121,000; and,

Whereas, Charlotte-Mecklenburg Schools is currently the largest school system in North Carolina with a projected enrollment that is expected to exceed 170,000 students by the year 2014; and,

Whereas, much of the growth in Mecklenburg Countys school age population is occurring in higher density, suburban areas detached from the center city region of Charlotte and dramatically different from 45 years ago when these same suburban areas were rural farm land; and,

Whereas, many citizens believe Charlotte-Mecklenburg Schools is an unnecessarily large organization; that its size has made it unresponsive to the needs of families who generally seek local ownership, less bureaucracy and more control of their childrens education; and,

Whereas, Public School Laws of North Carolina do not specifically address the deconsolidation of such expansive school districts, rather they require that consolidated units shall not be changed or amended except by an act of the General assembly (NCGS 115C-67); then,

Therefore, be it resolved that the citizens who petition below seek the following:

1). Appropriate legislative action from North Carolina lawmakers to deconsolidate the Charlotte-Mecklenburg Schools so that the current district is re-constituted into a logical number of *Local Education Authorities (LEA) within Mecklenburg County.

2). Any newly formed Local Education Authoritys within Mecklenburg County should be consistent with appropriate planning from the City of Charlotte and towns within Mecklenburg County: Davidson, Cornelius, Huntersville, Matthews, Mint Hill and Pineville, North Carolina.
