To whoever is concerned,

The passports being issued by our DFA and most of our consulates around the world are defective and outdated.

Defective ? The glue used so that our photos will stick properly is of low quality as well as the plastic laminated cover. This causes photographs to open up easily and the person carrying such passport is then subjected by immigration officers in other countries to a lot of hassles suspecting that the carrier has a forged passport. I had this experience when I got my new passport from our consulate abroad. I got my passport May 2003 and paid 70 US dollars for it. By November 2003, I need to get a new one and pay another 70 US dollars because my photograph has opened up and I was held up by the immigration officer in that country for almost an hour scrutinizing every inch of my passport. Luckily I had my valid working permit and resident permit to that country, that is why I was allowed to get inside the country and apply for a new passport in our consulate. I brought the issue with personnel in our consulate and the only response I got was that Yes , we know it is defective, but we do not have control over it DFA Manila is the one who controls passport manufacturing .

Outdated ? Our passport is probably one of the outdated ones. While most passports from other countries, including third world countries have the persons data already electronically printed and barcoded our passport is still being manually written. Good if the writer has a legible and clear handwriting. However, some of the letters or numbers sometimes are not legibly written, subjecting the passport carrier to a couple of minutes longer than necessary on immigration counters all over the world.

I am writing this petition so that we can exert pressure on our DFA to come up with a more modern and a level of quality on our passports. Our passport reflects so much on our country and our people as a whole. Carrying outdated passports will merit a degraded look from most immigration counters around the world. It just does not help for most of us to project a good nation , even if we wanted to.
