A Petition for a Verifiable Presidential Election in 2008 sign now

Dear Members of Congress:

Computer scientists have identified significant vulnerabilities in the electronic systems America uses to count votes. These include problems specific to machines produced by individual voting machine companies, and weaknesses inherent to all computer systems. Scientists have become progressively more concerned the more they learn about our present voting technology.

In 2006, the Brennan Center for Justice issued a detailed report, The Machinery of Democracy, that described the vulnerabilities of current voting systems and the measures that officials should take to secure them.

The Brennan Center task force members included Professor David Dill of Stanford University, Dr. David Jefferson of the Lawrence Livermore National Laboratory, and Howard Schmidt, former chief security officer of the Microsoft Corporation and former cyber security adviser to President George W. Bush. The task force concluded that all voting systems used in the United States possess "significant security and reliability vulnerabilities that pose a real danger to the integrity of local, state, and national elections."

The report calls strongly for voter-verified paper records as a check on the accuracy of computer vote counts, accompanied by systematic hand audits of the paper records. Without routine hand audits, the Brennan Center report states, voter-verified paper records are of questionable security value.

If the current Congress does not act to implement these measures, tens of millions of votes will be at risk in the next Presidential election. As a joint statement by the civic organizations Verified Voting, Common Cause, and VoteTrustUSA stated, without federal legislation "over 35 million registered voters will cast their vote on an unverifiable, unauditable, paperless electronic voting machines in November 2008.

We call for you to pass HR 811, the Voter Confidence and Increased Accessibility Act. HR 811 will require voter-verified paper ballots and random mandatory audits by November 2008. Legislation recently introduced in the Senate, S. 1487, contains worthy provisions, but sets a deadline of 2010 for voter-verified paper ballots and random mandatory audits. S. 1487 should be amended to require a 2008 implementation of voter-verified paper ballots and random hand audits.

The 2008 elections should not decided by votes that have been cast on vulnerable systems, and that cannot be independently verified. The confidence of America's voters requires an end to paperless electronic voting before we choose the next President of the United States.
