A Collective Agenda for the Visual Arts

Art is the face of Canada. We, as artists, curators, collectors, dealers, educators and supporters, are united to enhance the opportunities for Canadian art to be created, seen, understood and enjoyed. We come together in the largest gathering of the visual arts in our history, to proclaim the critical role of the visual arts in an innovative and compassionate society in the 21st century. We know what is needed: we call on the governments, nations and peoples of Canada to join us in realizing our potential.

The visual arts community acts within an increasingly complex environment, with stagnant or shrinking resources. The growth in public engagement with the visual arts is no reflected in government policies or support. Canadian artists, galleries and museums have been starved for too long. Too many people work in the visual arts without an adequate livelihood or long-term security.

The lack of vigorous and consistent policy, particularly from the federal government, is unacceptable. The visual arts provide a high level of service while receiving an unjustly low level of support from most government agencies and departments. In a time of global challenges calling for dialogue and understanding, the Canadian government has cut support for our international cultural profile. The unique and diverse character of Canada is under threat. The visual arts offer the best opportunity to counter this threat. It is time to recognize the place of visual arts at the centre of society.

We commit ourselves to work together:
To satisfy the publics growing demand for participation in visual culture;
To communicate the sectors needs with a united voice;
To provide a secure livelihood for artists;
To acknowledge the varied cultures of the indigenous peoples of this land;
To reflect the diversity of our society; and
To strengthen the institutions that advance the visual arts.

With a united voice, we advocate:
1. To create a new alliance across the sector, to advance the position of the visual arts;
2. To engage public appreciation for, and connection with, visual arts in all their forms;
3. To provide stronger and stable support to artists and to the individuals and institutions that present, preserve and interpret the work they create;
4. To establish a dedicated fund for the payment of artists for the public exhibition of their works;
5. To increase investment in arts education for all ages and from all levels of government;
6. To provide dedicated support for Aboriginal arts; and
7. To recognize and support the leading role of visual arts in strengthening Canadas international profile.

We envision a Canada that embraces creativity in all its dimensions. We believe in art that challenges us, deepens our understanding, and bridges our differences. Visual arts build a more tolerant, diverse and creative world.

Un ordre du jour pour les arts visuels

Lart reflиte le visage du Canada. Nous, artistes, commissaires, collectionneurs, galeristes, йducateurs et collaborateurs, sommes rйunis pour donner une meilleure visibilitй а lart et amйliorer sa comprйhension et sa connaissance. Nous constituons en ce moment le plus grand rassemblement de protagonistes des arts visuels de notre histoire. Nous voulons proclamer le rфle essentiel des arts visuels dans lйdification dune sociйtй innovante et tolйrante pour le 21e siиcle. Les besoins sont pressants : cest pourquoi nous faisons appel aux gouvernements, aux nations et au peuple du Canada pour quils se joignent а nous pour rйaliser cet engagement.

La communautй des arts visuels est soumise а un environnement de plus en plus complexe oщ les ressources stagnent et mкme diminuent. Bien que la reconnaissance publique ait considйrablement augmentй, cela ne sest pas reflйtй dans les politiques gouvernementales ni dans leur soutien. Les artistes, les galeries, les centres dartistes et les institutions musйales souffrent depuis trop longtemps dun manque de ressources. Travailler dans le secteur des arts visuels ne garantit en rien un revenu adйquat, ni une sйcuritй financiиre а long terme.

Labsence dune politique stable et vigoureuse de la part du gouvernement fйdйral est inacceptable. Malgrй la qualitй des services offerts par lensemble du secteur des arts visuels, le soutien des agences et ministиres gouvernementaux demeure beaucoup trop faible. Les rйductions effectuйes par le gouvernement canadien а sa diplomatie culturelle surviennent а un moment oщ le caractиre unique et diversifiй du Canada, constamment menacй, doit кtre mieux reconnu et mieux compris au-delа de ses frontiиres. Les arts visuels constituent un excellent moyen de contrer cette menace. Il est grand temps de reconnaоtre leur importance au cur de la sociйtй canadienne.

Ensemble, nous nous engageons а travailler а :
rйpondre а la demande croissante du public de participer а la culture des arts visuels;
transmettre les besoins de notre secteur dune seule et unique voix;
garantir des revenus stables aux artistes;
reconnaоtre les diffйrentes cultures des Premiиres nations de ce territoire;
reflйter la sociйtй dans toute sa diversitй et
renforcer les institutions qui travaillent а lavancement des arts visuels.

Ensemble, nous revendiquons :
1. la crйation dune nouvelle coalition des arts visuels;
2. une meilleure relation des publics avec les arts visuels sous toutes ses formes;
3. un soutien solide et permanent aux artistes, aux individus et aux institutions qui prйsentent, prйservent et interprиtent la crйation artistique;
4. lйtablissement dun fond pour payer les droits lors de lexposition de leurs uvres;
5. un meilleur investissement pour lenseignement des arts de la part de tous les gouvernements;
6. un meilleur soutien aux arts autocthones et
7. la reconnaissance du rфle de premier plan que les arts visuels jouent au Canada et а lйtranger.

Nous souhaitons un Canada ouvert а toutes les formes de crйativitй. Nous croyons que lart amйliore notre comprйhension de lunivers et nous aide а rapprocher nos diffйrences. Nous croyons que les arts visuels contribuent а bвtir un monde plus tolйrant, plus diversifiй et plus crйatif.
