2010 Abolish the New York State Thruway Authority sign now

The New York State Governor Thomas E. Dewey Thruway (the Thruway) has been a huge player in driving the economic engine in the State of New York, and the United States, since its completion in the late 1950s. Not only does it provide the needed link between Massachusetts and Ohio as part of Interstate Highway 90, New Yorkers enjoy the ability to move quickly to various points within the state. Interstate Highway 87, also part of the Thruway, provides a much needed link from the City of New York to points north, cities including Newburgh, Kingston (via State Highway 28 and Interstate Highway 587), Albany (via Interstate Highway 787), Saratoga Springs, Glens Falls, Plattsburgh, and Montrйal (via Quйbec Autoroute 15). Also, Interstate Highway 95, the New England Thruway, provides a much needed link from New York City to Boston, Ma.

Since the Thruway's inception, the New York State Thruway Authority (the Authority) has maintained and operated the Interstate Highways associated with the Thruway. Part of this operation was the installation of toll collection systems to pay off the construction bonds issued. The issue at hand is that all of the bonds have been paid off, yet the tolls are still in place. We, the Undersigned, feel that this is unnecessary, hurts the economy across the State as a whole, and is an unreasonable regional tax on Upstate. Unfortunately, because the Authority isn't under any legislative oversight, the Authority feels they can raise toll prices on the users of the Thruway without regard to the hard economic times everyone is facing. Also, with the increase of toll fares, tractor-trailers are increasingly finding alternate routes. These alternate routes frequently find themselves through many communities who may or may not appreciate the added noise levels. Other alternate routes to points in New England include Interstate Highway 86 and Interstate Highway 84, which route south of the Capitol Region and Upstate, taking business away from the gas stations and convenience stores along the Thruway. Transferring control of the affected Interstate Highways should not affect the funds of the Department of Transportation, and since the highway taxes we pay in our gasoline and diesel fuels are high enough as it is, there should not be any added burden on the State nor the People. Also, with the passage of the new 2009 Manual on Uniform Traffic Control Devices, and it's deletion of sequential exit numbering, the transfer of control to the Department of Transportation will help facilitate the transition to the reference location exit numbering and bring the State's Interstate Highways up to compliance.

Therefore, we, the Undersigned, petition the Assembly and the Senate of the State of New York, to draft and pass legislation that will dissolve the Authority, and remove the unnecessary burden from users of the Thruway.
