Text or Messenger 111 sign now

I live in an area that can be a bit spotty for cell coverage. You may be able to just send out a text but not make a call.  More and more people are not using landlines instead relying upon mobile phones and wifi.  They will use, for example, Messenger to communicate. Younger people prefer text based communication.

Our emergency services need to keep up with the times. I would like to see a system put in place where we can make contact with our emergency service 111 via text, messenger or hangouts for example.
